I think we've seen that our canny President takes his own time, as a smart deal maker. They are in open rebellion against Federal authority. At least Southern states in the 60's assumed state authority in resisting Federal enforcement power instead of that of quasi Greek city/states. A commentator at the time said "what are they thinking; the President can send battleships up the Mississippi". Actually I don't think 20th century battleships would have made it very far in that river but we get the idea.
