Some observations: In 1968,being very absent from the U.S. in the Tonkin Gulf, I voted absentee, for "Hubert Horatio Wind",so named by Goldwater, who observed Hubert was capable of " gusts up to 350(?) words per minute - you get the idea . Well at least he didn't win. The return envelope required that I sign it -but not theballot itself -confirming that it was sent by he who applied(with requisite identification processes thereby satisfied).
